This is a matter of policy; but I am rather surprised to find the Economic Department pressing for liberty for Hong Kong to manufacture aeroplanes. I seem to remember some obstruction of a proposal by the Governor to facilitate the expan ion of the ship- building industry in Hong Kong; and the Colony has been warned not to encourage the manufacture of rubber shoes, and other innocent goods, too actively. I should have thought that we were on much safer
